What Is the Phillips ROI Model?

The Phillips ROI Model is a framework used to evaluate the effectiveness of training programs by measuring both learning impact and financial return.

It builds on the Kirkpatrick Model by adding a fifth level Return on Investment (ROI) to determine whether a training initiative delivers measurable business value. 

In simple terms, it answers a question many learning leaders are asked:

“Was this training worth the investment?”

The Five Levels of the Phillips ROI Model

The model evaluates training across five levels, moving from learner experience to business impact:

1. Reaction

How participants respond to the training experience (engagement, relevance, satisfaction).

2. Learning

What knowledge or skills were gained during the training.

3. Application and Implementation

Whether learners are actually applying what they learned on the job and what may be preventing them from doing so.

4. Impact

The effect of the training on business outcomes such as productivity, quality, sales, or efficiency.

5. Return on Investment (ROI)

A financial calculation comparing the monetary benefits of training to its total cost.
